Level: The Center offers an attractive remuneration package commensurate with the individual’s qualification and experience (equivalent to BPS 21/22).
About the Center
The U.S. Pakistan Center for Advanced Studies in Water (USPCAS-W) is a National Water Center established in December 2014 at the Mehran University of Engineering & Technology (MUET) Jamshoro with the financial support of United States Agency for International Development (USAID) Pakistan. The University of Utah (UU) the USA is providing technical assistance to MUET for advancing the development and growth of the center. The Water Center is dedicated to generate cost-effective and sustainable solutions to resolve Pakistan's water crises through applied research, developing specialist human resource and technologies, academia-industry collaboration, and policy formulation. The Center aims to educate and train the next generation (future faculty, young scientists, engineers, managers and other stakeholders) of water sustainability leaders through advance academic training in different water-related disciplines. The Center encourages and empowers women scientists and researchers to actively participate in applied research to solve Pakistan’s contemporary problems. The USAID funding to the Center will cease at the end of 2019, and the MUET is now recruiting a new Executive Director to lead the Center in its next phase. Required Qualifications
Overall Responsibility
The Executive Director will be responsible for providing overall vision, leadership, and guidance to the development and implementation of the Center’s work program. This, inter-alia will require providing strategic guidance to academic and research programs, managing staff and financial resources, supervising workflows, building partnerships, mobilizing resources, marketing of Center’s services, and implementing actions leading to the long-term sustainability of the Center.
The incumbent is responsible for defining and articulating a long-term vision of the Water Center and developing strategies for achieving that vision.
The incumbent is responsible for ensuring that the Water Center develops into a financially viable entity.
The incumbent is required to work closely with water-related entities and players at national and provincial levels, including government and non-government organizations, multilateral and bilateral agencies, local communities and the private sector in planning and implementation of strategies and plans for addressing Pakistan’s water challenges, in general, in advancing the implementation of water sector agenda, in translation of the center’s goals and objectives and pursue its programs within the context of sustainable development goals.
Specific Tasks
The Executive Director will:
Lead the process for the development, coordination, and implementation of the Center’s work program. This will involve organization of BoG meetings, timely implementation of decisions emanating from the BoG meetings, development of organization work plan, inspiring faculty and students, development and management of budget, and maintaining liaison with MUET administration.
Develop strategies and provide guidance for mobilization of resources to support the professional advancement of the Center through effective utilization of center’s resources and a mix of fund-raising strategies including training programs for stakeholders’ capacity building, commercialization of Center’s facilities and services, mobilizing Alumni, and extending consulting services to different organizations. The incumbent will also encourage and facilitate faculty and staff in writing fundraising proposals and provide opportunities for the corporate sector to participate in the Center’s activities.
Establish and nurture partnerships with various stakeholders, expand the partnerships to engage regional and international agencies, multilateral and bilateral development partners, state agencies, non-governmental organizations, industry, and eminent persons, for the development and implementation of Center’s academic and research activities.
Provide strategic leadership to market the Center as a national center of excellence in water and take necessary measures to raise the profile of the Center and enhance its image among various stakeholders at regional and international levels.
Develop strategies and programs for strengthening technical capacities of stakeholders, including government institutions, private sector, and local communities through training, mentoring, and coaching so that national water challenges could be addressed in an integrated manner.
Lead Center’s operations and ensure efficient management of the center’s resources, including the development and maintenance of relevant policies, procedures, SOPs.
Oversee the procurement of goods and services and ensure proper management of the Center’s assets.
